Is OKX safe? Regulation, reserves and the honest risks
There is a court record and there is a reserve page, and they say different things. In February 2025 the Seychelles entity that operates OKX pleaded guilty in a US federal court to operating an unlicensed money transmitting business and agreed to pay more than 504 million dollars. OKX also publishes a monthly proof of reserves; when we read it on 22 October 2026 the per-asset ratios were 110% for Bitcoin, 100% for Ethereum and 105% for USDT.
There is a criminal conviction in the record and there is a reserve page on the website, and most reviews only show you one of them. In February 2025 the company that operates OKX pleaded guilty in a US federal court and agreed to pay more than 504 million dollars; when we read that same company’s proof-of-reserves page on 22 October 2026 it showed per-asset reserve ratios of 110% for Bitcoin, 100% for Ethereum and 105% for USDT. This page sets out both, with the sources, and leaves the conclusion to you.
The guilty plea, in the prosecutor’s own numbers
On 24 February 2025 the US Attorney for the Southern District of New York announced that Aux Cayes Fintech Co. Ltd, a Seychelles-based entity doing business as OKEx and OKX, pleaded guilty to operating an unlicensed money transmitting business. The release says the entity has operated OKX since at least 2017. The case went to US District Judge Katherine Polk Failla, who presided over the guilty plea and the sentencing on the same day.
| Item | Figure |
|---|---|
| Criminal forfeiture | 420.3 million dollars |
| Criminal fine | approximately 84.4 million dollars |
| Total monetary penalties | more than 504 million dollars |
| Fine reduction for cooperation and remedial measures | 25% off the bottom of the recommended range |
Two further figures from the release matter more than the penalty total. The prosecutor’s statement says OKX was used to facilitate over five billion dollars worth of suspicious transactions and criminal proceeds. And the release says OKX served US retail and institutional customers who engaged in over one trillion dollars worth of transactions through the platform, generating hundreds of millions of dollars in trading fees and profits for OKX. The release states that OKX knew it was required by US law to register, because it served those customers.
What OKX agreed to do afterwards
In early 2024 OKX retained an external compliance consultant to advise it on policies and controls designed to stop US persons transacting on the platform through OKX accounts. Under the plea agreement OKX is continuing to retain that consultant at its own cost through February 2027, and has agreed to keep cooperating with the US Attorney’s Office.
That date is the one worth writing down. The consultant arrangement set out in the plea agreement runs through February 2027, and OKX carries the cost of it.
The reserves page, and what it actually states
OKX publishes a proof of reserves page showing a reserve ratio for each major asset. When we read it on 22 October 2026 the ratios were:
| Asset | Reserve ratio as published |
|---|---|
| Bitcoin | 110% |
| Ethereum | 100% |
| USDT | 105% |
The page showed the date and time of the most recent verification. OKX says it uses a transparent zero-knowledge proof algorithm, zk-STARK, to prove and verify all OKX account assets, with the data placed into a trace table and an encrypted Merkle tree system, and it describes the reports as monthly.
One caveat from our own reading on 22 October 2026: the page redirected us to its Vietnamese version, and the edition number and the headline dollar total differed between the version we were served and an earlier reading. The per-asset ratios were the same in both, so the ratios are the only figures from that page we are willing to state here.
A guilty plea from 2025 and a reserve ratio we read on 22 October 2026 are different kinds of evidence. One is a finding made in court about past conduct; the other is a figure OKX publishes about itself, verified at a time the page states. Neither is a promise about your money.
The P2P rules that decide who loses money
OKX’s own help pages set out the rules for a P2P trade, and they are worth reading before the first trade rather than during an appeal.
- OKX states it charges zero fee on P2P trading. Your bank or third-party app may still charge for the transfer itself.
- The account paying for the order must be held in the same name as the OKX account. OKX describes a payment made by a third party as risky.
- OKX tells buyers not to write crypto-related words such as crypto, BTC or USDT in the payment reference when paying a seller.
- A seller can appeal once 5 minutes have passed since the buyer marked the order Paid without the money arriving, or if the buyer has not confirmed receipt within 1 hour. OKX tells sellers not to press Received before the money is actually in the account.
- A buyer whose order expired can submit a dispute with a screenshot of the payment as proof.
For getting money out to a bank rather than to another trader, OKX says the available currencies and methods for cash withdrawal depend on your region, that limits and fees are shown per method on the withdrawal screen, and that while many methods are instant some can take up to 5 business days.
We also read OKX’s public P2P advert lists in naira, Kenyan shillings, Ghana cedis, rand and Philippine pesos every day and publish the readings at /rates/. That tells you about prices on the platform. It tells you nothing about its solvency or its licences.
What we could not confirm
- Any of OKX’s licences, registrations or regulatory status anywhere in the world. We checked none of them, so this page says nothing about them.
- Whether OKX serves or excludes users in any particular country today.
- Any insurance arrangement, protection fund or customer asset total. No figure of that kind is in the sources we read.
How to read the two sides together
The court record is specific, dated and adjudicated: a guilty plea, 420.3 million dollars forfeited, approximately 84.4 million dollars in fines, a compliance consultant retained through February 2027, and a prosecutor’s statement about over five billion dollars of suspicious transactions and criminal proceeds. The reserve ratios are specific too, but they are published by the company about itself, and when we read them even the surrounding figures on that page were inconsistent between versions.
Both are facts. They answer different questions, and neither answers the question of whether your particular balance will be there when you want it. That one has no published figure behind it, from OKX or anyone else.
Education only, not financial advice, and trading carries a risk of loss.

Frequently asked
What exactly did OKX plead guilty to?
One count of operating an unlicensed money transmitting business, in the US District Court for the Southern District of New York on 24 February 2025. The entity is Aux Cayes Fintech Co. Ltd, a Seychelles-based company doing business as OKEx and OKX, which the Justice Department release says has operated OKX since at least 2017. Judge Katherine Polk Failla presided over the plea and the sentencing on the same day.
How much did OKX pay?
More than 504 million dollars in total. That is 420.3 million dollars in criminal forfeiture and a criminal fine of approximately 84.4 million dollars. The release says OKX received credit for cooperating and for timely remedial measures, which produced a 25% reduction off the bottom of the otherwise applicable recommended fine range.
Does proof of reserves mean my funds are protected?
A reserve ratio is a published figure about reserves against account balances at the time of verification, nothing more. OKX says it uses a zero-knowledge proof algorithm, zk-STARK, to prove and verify account assets, and describes the reports as monthly. We state the per-asset ratios we read and stop there, because the page is not an insurance policy and we did not test a withdrawal.
What should I know before a P2P trade on OKX?
OKX says it charges no platform fee, though your bank or payment app may still charge for the transfer. The paying account must be in the same name as the OKX account, and OKX describes third-party payments as risky. Sellers can appeal 5 minutes after a buyer marks an order Paid without the money arriving, or if the buyer has not confirmed receipt within 1 hour.
